The Louisiana Low Incidence Disabilities Consortium is a Louisiana State Department of education funded project (6/2007-6/2010) that joins in and out of state partners by using electronic means (teleconferenced classes, materials repository, List-serv) to prepare highly qualified teachers to work with students who have the following disabilities: Deaf/Hard of Hearing; Blind/Visual Impairments; Significant Disabilities; Autism Spectrum Disorders, and Deaf-Blindness.

Currently, The University of New Orleans is the lead agency. UNO offers Initial certification in Significant Disabilities (you need not have a teaching undergraduate degree), and Add-On certification (You must already be certified in any area in Education) in Visual impairments and Hearing Impairments (Deaf/Hard of Hearing). The Louisiana heath sciences center’s Human Development Center (LSUHSC) is a partner in LA-LIDC. LSUHSC offers classes through UNO in Autism Spectrum Disorders and developed and maintains this web site and the electronic repository. Click here to contact the LQA-LIDC webmaster. The final current partner is Louisiana Tech University and the Center for the Blind in Ruston. LA Tech offers courses (on the quarter system) through electronic means for LA-LIDC.

I want to take classes at UNO in the LA-LIDC program. What should I do first?

Currently, you must apply to UNO (or if you have been a student at UNO but been out for longer than a semester – reapply), pay your application fee, and complete the admission process. This can be done online up to two weeks prior to the semester in which you wish to begin.
What is the tuition cost for courses at UNO?

Summer 2010 tuition and fee schedule can be found at http://registrar.uno.edu/bulletin/summer/fees.cfm. For Fall 2010 costs, you can get for detailed information at http://registrar.uno.edu/bulletin/fall/fees.cfm. Please note that you must pay these costs at the time of registration or set up a payment plan (if it is available) with UNO's registration office. Also, if you receive a LA-LIDC stipend, it will be sent to you several weeks after the semester ends. Some school districts have monies to assist with tuition for courses for individuals working on OFAT certificates. Check with your district's Special Education Director for these funding opportunities.

You must have received your notification of admittance to do this. This notification could have been via email as well as regular mail. Your user name and password are provided in the notification. You are automatically assigned a UNO email account and messages from the university go to that address. If you need assistance with your user name and password, contact the Computer Center help desk at 504-280-HELP (4357).
Note: Internet Explorer is the preferred browser.
Begin at the UNO homepage http://www.uno.edu.
Select Current Students under WebSTAR web access.
Select Registration
When the WebSTAR page opens select Students and enter your user name and password.
Select Learner Services
Academics
Enroll in or drop a class
Select term
- semester
Add classes
• If you know the 5-digit class number, type it in (this is NOT the same as catalog course number)
• If you do not know the number, click the magnifying glass
o In the Subject blank, type EDSP (Special Education)
o For Course Career select Graduate from the drop-down box
• Click SEARCH
o Scroll through the result list to the class you want and CLICK the check box – This automatically fills in the data on add class form
o If registering for a course with variable credit hours (EDSP 6982, 6990, or 7000) an enrollment option screen opens. Type in the number of units (credits) for the course. You should type in 3 credit units for EDSP 6990.
• Click SUBMIT
• Your choices will appear. Check to be sure they are correct.
• If desired, print a copy of your schedule.
Be sure to SIGN-OUT.

Once you have registered for classes, you will need to pay your fees. If they are not paid by the fee payment deadline, you will automatically be dropped from the course for which you are registered.

Assessment of fees will not appear on your fee bill when you register.
The following messages occur during Phase 1 of the registration procedure:
1. On the add/drop course page: See fee bill on WebSTAR for charges which are re-calculated hourly.
2. On the view schedule page: View fee bill after 30 minutes on weekdays 8a.m. -5p.m. Summer payment is needed by June 2 to avoid late fees. For fall 2009, fees will not appear until July 5.

A Word of Caution: You are given sufficient time to complete the payment information if your credit card information is readily available. However, if you must leave the computer to go find your card you may be timed out.
I am having problems getting admitted to UNO. What should I do?

First, please review the classification listing to make sure you are eligible to take classes in UNO’s College of Education and Human development. If you aren’t but wish to be contacted to discuss your situation in greater detail, write to Ms. Jeri Woodson, our LA-LIDC Admissions and Registration Coordinator at lalidc@uno.edu. Please be as specific as you can about your needs.
I am eligible but can’t complete the online admissions application for UNO. What is the problem?

If you are trying to apply LESS than 2 weeks from the start of the semester you CANNOT at this time apply online. If it is more than two weeks before the beginning of the semester but you still aren’t able to use the online application process, try another internet browser. UNO’s web site seems to prefer Microsoft explorer (not Safari or Firefox). If you continue to experience difficulties registering or it is less than two weeks from the beginning of the semester you should first attempt to contact the registrar’s office at 504.280.6595 or 1.800.256.5866. You can use the online chat function, but it may or may not be monitored when you use it. Don’t wait longer than 10 minutes for an online counselor to assist you. Explain to the admissions office that you are attempting to get admitted to the Louisiana Low Incidence Disabilities program in Special Education Department and ask for someone in the office that knows about the program. Make sure you explain that you cannot come into the admissions office in person as you are a distance learning student. If you still have difficulty please write to Jeremy Roussel M.A., our LA-LIDC Admissions and Registration Coordinator at lalidc@uno.edu or call 504-280-1395. Please be as specific as to your difficulty getting admitted. Dates, times, and names of people to whom you have spoken are most helpful to us.
I have been admitted to UNO and want to register for class(es). What should I do?

o Once you have been officially admitted (see types of admission below) you must register for classes. Admission and registration are separate processes. You will be given a user name/LAN account (usually your first initial and first 7 letters of your last name) and a password when you are admitted. Go to:

to check your new UNO e-mail account. If you need help activating your account or the it isn’t accepted for some unknown reason call the University Computing Center’s HELP Desk at 1-504-280-HELP (4357).
o To register you will go to http://webstar.uno.edu/ to register for your class online. You will be directed to the “Student Self-service” page. You can register for classes under and pay your fee bill under “Learner Services”.
I was admitted but I am not allowed to register. What is the problem?

o There may be one of several problems. The most likely one is that you have not turned in the immunization or waiver of immunization form. You probably will not be told that is the problem but often this is the case. Go to the online student health center and complete a waiver of immunization. The form is located at http://www.studenthealth.uno.edu/
I have turned in my immunization form but still cannot register. What should I do now?

o Sign onto WEBSTAR (http://webstar.uno.edu/ ) and check your fee bill. If you have an outstanding bill for an overdue library book or parking ticket or unpaid previous tuition, you will be prohibited from registering for class until that is cleared. You must contact the registrar to determine how to pay the charge or get the charge removed. The UNO registrar’s office is 504.280.6595 or 1.800.256.5866. Please make sure you note everything you are told and the name of who assisted you. If the LA-LIDC staff needs to intercede on your behalf this will greatly help us!
I have been admitted and I have registered for my course(s). How do I access on-line LA-LIDC classes from home?

o All academic year LA-LIDC courses are online synchronous courses. This means meeting have a regularly scheduled weekly time slot (usually early evening 5-7:40pm).On-line classes are accessed via home or work computer. To attend classes you MUST HAVE:
1. Broadband internet access: Cable or DSL (dial-up of any kind and satellite won’t work)
2. An up-to-date PC computer (not a MacIntosh)
3. A web camera (either internal to a laptop or USB plug-in)
4. A headset with attached microphone
5. A username and password (given to you once you register and contact your professor with a non-UNO e-mail and a phone number where you can be contacted during class time should you experience technical difficulties).

The only cost to you to attend classes beyond tuition, fees, and books are the web cam and headset with microphone.
I am a first time LA-LIDCD student. How do I “attend” these classes each week from my home/work computer?

We currently use Microsoft Live Meeting, a free (to enrollees) videoconferencing software program.
As soon as you register for class you should install your web cam and headset (follow manufacturers installation instructions), download the Microsoft Live Meeting client onto the computer you plan to use.
To download the Microsoft Live Meeting client, go to http://office.microsoft.com/en-us/help/HA101733831033.aspx. Click on “Accept the Terms and Install the Client” at the bottom of the page. A small window will appear. Click on “Run”. It should take about 3 minutes to download the software. You may be prompted for permission to make changes on your computer. Click on “Yes” or “Allow”. Whichever option is offered. Once the client is installed, click “Close”.
The MS Live Meeting client needs to be installed only once. You will never need to download the program on that particular computer again.
When classes are scheduled, you will receive an invitation to join via email. Please keep your email address up-to-date with your instructor.

Set up an appointment to try out MS Live Meeting software and web cam/headset by writing to our Tech Team at lalidcsys@uno.edu. Give them your phone number, the course number of the class you are taking the upcoming semester, and a couple of times you can meet online with a Tech Assistant so they can test your system and fix any problems before your first class. Make sure you plan to meet with the Tech assistant well before you need to attend class (a week or more is preferred).
